How does an individual become a trader on Wall Street?

To be a floor trader on NYSE, if that is your question, you have to buy one of the limited number of "seats" to be allowed to trade on the floor and you have to meet licensing requirements and you have to have and show that you have adaquate capital.   Seats do sell from time to time; I don't know current going price.

If you mean to trade, buy and sell for yourself, open an account with a brokerage firm.
