Yes, cats can be trained to walk on a leash.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.

Absolutely, cats can be trained to walk on a leash.  It takes time and patience, but so does any type of training.  The key thing is, be patient.  And be consistent in whatever training method you use.
