If it is 3% concentration, it will quickly decompose to water and oxygen. I never recommend pouring anything down the sink, but if diluted further with running water it will be so diluted and with its rapid decomposition cause no harm. You can take it to a Household Hazardous Waste Disposal site if you have any concerns.
