You need to check with your local animal control organization. They can tell you exactly what requirements are needed. I know you have to have a certain amount of land and shelter and so on for the horse.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.

City Limits or County Limits ?

Ordinances are your answer.

Depending if the HORSE is regarded as Agriculture or Livestock in the State of New Jersey.

Hopefully there is ample room for excerise ( No couch potato's :) ) and Shelter from Rain ( keep the hooves dry and back from rain rot ), or Hot Sun ( sun burn ), the discomforts for a horse ...........Grass HAY or Alfalfa Grass mix, around 20 lbs of feed daily , all the fresh water and a  tablespoon of salt if loose or in a  block, with minerals. To much feed  is not good. Is this the obly place you can keep your Horse, at this time?
