what to do about a horse wearing a halter for over a year this horse has little hair left on face, all black rub marks, it lives below me and I hate seeing it like this.

Yup, animal care people get really upset about horses being mistreated. The horse can be taken from the owner and cared for. The owner can be heavily fined.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.
