If I am to grow herbs inside how big of a container do I need to get? Can I grow lavender and lemongrass inside and if so should I get seeds or an already established plant to grow?

Sizing your container depends entirely on how many plants and how many varieties of herb you wish to grow.  Unless you intend to use an artificial lighting source, your container size will be limited to the amount of space you have in front of or very near to your south facing windows.  Lavender is often grown indoors as a house plant.  There is no reason you couldn't grow lemongrass indoors.  Starting herbs from seed is more reasonably priced.  Starting herbs from already established plants, if available, gives more rapid yields.  It depends on what you want to do.  Best of luck.
