yes arthur, it's a part of your home, and you plan to improve. as simple as said.
Your tax professional may be the best person to answer this question. Here is my non-professional opinion which may or may not be true. If you had replaced a certain defective part with the same replacement part, this may not count towards home improvement. If you had replaced a certain defective part with a better (more expensive) replacement part, this upgrade may be considered home improvement. If you had fabricated the replacement part yourself from scratch, the raw materials and the equipments that you had bought during the tax year may be counted towards home improvement. If modifications had been made to make the chimney more efficient than before, any materials used and labor (if you hire somebody to do it) may be counted towards home improvement. For obvious reasons, IRS would not allow you to deduct your own labor if you did the work yourself.
Not really sure where you are going with this question, but here's my answer to your open question. Is chimney repair considered home improvement? Yes. If you are asking if it is considered a DIY project, then I’d say not really. There are certain things about chimney repair that most homeowners are not knowledgeable about. If you need more info on chimneys, check out this web site. http://www.doityourself.com/scat/chimneys
Arthur, Just make sure you put a cap on it. I had a bird fly down my chimney and into my living room through the fire place. I ran in the kitchen and shut the door while hubby had to try and get the bird out of the house. The chimney got capped after that. Then we moved.

If it's attached to the house, the answer is yes. If it's attached to a smoker outside your house, no.
Generally, you cannot deduct home repairs or home improvements on your tax return in the current tax year. For more information as well as links from the IRS, see this web site.
I myself would think that repairs to your chimmney is only home maintance not home improvement ,now it's possible if you were building a new chimmney it may be considered improvement esp if the new one is in any way better and designed to save on your fuel oil etc.Jim
