I did not know, until now, that Dr. Cornell West was wearing a neck brace. I tried to see if I could find out why, but I had no luck. I'm very sorry that I could not help, and hope that you are able to find the answer.

First, it's "Cornel" (Cornell is the Ivy university)... second, it's not a brace; it's a tie of some sort.
