The answer to this question depends on the type of government.  You can not expect a socialist form of governmet to have the same bases as an representative republic, however sovereinty would depend on a governments ability to manage and maintain itself.  The people are responsible for their own sovereignty in a rep. republic with a constitution, such as ours.  This as you well know, is not happening.  If our course continues we will all learn what its like to live in the USA with an added [ s], socialist.  USSA
