That is a good question... Probably not, unless empirically proven otherwise. That meaning herbal implies a natural remedy, not artificially created in a lab environment. There are more than enough herbs that are in effect drugs. 

Something needs to hold scientific evidence to qualify as a potential remedy or supplement.
