If you're willing to pay you can probably get health insurance for just about anybody. Getting that person on your family policy is probably not too likely though, except maybe in the case of a domestic partnership.

yes as far as health insurance. but no as far as life insurance, not unless you have an insurable intrust, such as key employee, partner in business etc...

Yes you can get a health insurance for your non-relative but it will be separately as there are no such plans to include in the family health insurance.  To get more basic knowledge on health insurance plans you can refer IRDA site which gives immense details about the plans.
