Yes.  Boobs consist primarily of fatty tissue and ductile tissue.  Estrogen causes the fat cells in the boobs to enlarge.  Testosterone has the opposite effect.  Boob size usually decreases following menopause due to a decrease in estrogen level.  Steroid use can masculinize a female body builder to the point where her boobs virtually disappear.  In women with polycystic ovarian syndrome, the excessive testosterone secretion also may cause boob size to decrease.  A lactating woman has larger boobs due to the engorgement of milk in the ductile tissue.  Her boob size usually decreases after she has stopped breast feeding.

Yes, your breast size can decrease as well as increase.

For Iamjustcurious, I want to add that not all lactating women have an increase in breast size. Before you move to correct me, I will advise you that I speak from experience.

I have always been small-busted. That did not change when I was pregnant, nor did it change when I nursed my children. (I had three children. The first two nursed util the age of 2+ and my youngest nursed until 18 months.)

Furthermore, I am now 54, in menopause and my cup size has increased, rather than decreased. It is therefore important to note that what you mention are averages, and will not be true for all women.

Nevertheless, you are correct. The bottom line answer is yes, your breasts CAN get smaller.
