How do I find deceased sibling's gravesite buried by Air Force?

My sister died when she was 4 years old around 1960. Family was stationed at the now defunk-Plattsburgh AFB, NY. How do I find out where the military buried her. I am hearing that they are thinking of selling land AFB was on. I would like to find my sister, was told she died right after I was born. Don't know what will happen if land is sold to developer.
