Every year there is a budget set and cuts are made in the budget from year to year. Besides the fixed budget there is a constant effort to become more efficient. This means saving money on unnecessary testing and freeing up beds in hospitals. There is of course a danger of cutting back on necessary things but this is something that the government has to deal with.
It's all about money. Manipulation is powerful. Couldn't the government, our gov't, threaten to tax health practitioners more than they are currently? They have threatened Michigan doctors. The gov't will do anything to keep the balance, even if that balance is the rich get richer and the poor get... I believe this (rich get richer...) is actually their ideal balance (all politician are or become upper-class white collar), but that is another topic. The gov't must keep the guys on the bottom around, or else they would have anything to walk all over.
Health Care in America has become big business with a primary focus of making a big profit. The free market is great for America, but is does not work for health care. The USA health care system is a huge bureaucracy where billions of dollars are spent on the huge bureaucracy that has nothing to do with basic preventative and life-savings care.
