Discuss ron's answer to: Government spending

Don Blake did not answer the question and appears to be on drugs.  If you mean federal spending, the answer is that money is spent by laws approved by both houses of congress and signed by the president.   The sale of government bonds to Americans and others is not spending money-it's borrowing money to pay for the spending that congress has approved and the pres has signed.
