How is a government represented abroad?

The government is represented abroad by ambassadors in most countries.   If there is no ambassador, there may be a chargé d’affaires.  There may be consuls in addition, who try to protect our citizens.  If we have broken off relations with a country, very often a neutral country like Switzerland will represent the interests of our citizens.
