Federal Emergency Management Agency is a department of government that is set up to handle emergency situations. When there is no emergency this huge agency which is under Homeland Security plans the logisitcs of Emergency Scenarios of what might be required in theoretical emergencies in the way of food, housing, debris removal, medicine, transportation, and infrastructure repair and create plans of how to get those things in the required amount to where they imagine an emergency might take place as part of their on going mission of preparedness for an emergency.
They plan long and hard one every possible emergency and try to purchase and have on hand all the things they will need to handle it should it ever arrive so they can quickly employ them.
This is of course boring work that not too many people pay attention to or scrutinize as there is not an emergency every day.
That's a shame too that people don't pay attention better to what they do.
One theoretical emergency they have been planning hard for these past several months and ammassing quite a few things for is the possibility of nation wide civil unrest because of the possible outcome of the first ever Presidential Race where a candidate is black. If anger over the outcome spills into the streets in violent demonstrations they have set up massive encampments to detain and hold aggressive participants in such an endeavor in the hundreds of thousands and special transportation and gaurd and transport staff to get them there so they can restore order.
They will not feel bad at all if this doesn't happen and all that would seem to be a waste.
They will keep it in place happily unused incase it will be needed when the world wide financial system they are desperately trying to keep propped up will soon collapse no matter what they do rendering your money if you can get any basically worthless to buy anything you need. They think people might get a bit upset about that too!
FEMA is an orginization whose typically boring and uninteresting work a smart person would take a great interest in long about NOW!

The infomercials exist to sell you "Information kits" that run as much as a year's salary if the con artist can squeeze it out of you -- or your heirs. Then, the information is patently ridiculous, which proves that the worst fools of all are those who try to fool honest people. These lying stupid old con artists spend more time in prison among the sex-perverts than they would have taken to earn the same amount of money working minimum wage.

But congolese con artists don't care: the money they fleece out of you goes to buy Al Qaeda weapons anyway, to use against you when the time comes.

The law is very complex, bidding requirements vary state to state, the loans FEMA administers have the same contract terms but in the case of elderly or disabled families, there may (or may not) be any need to repay.
The law is that complex. You may as well try for a state bar exam.
Once again, if you want to go to work for FEMA, talk to your local Employment Security Department and start the application process there. BUT UNDER NO CIRCUMSTANCES let a con artist gouge you a month's salary for answers to a test that has changed long, long ago.
That is one of the many very good reasons why FEMA never administers the same test twice.
