Pregnancy is the likely cause.  But it also happens to marathoners and girls who have low body weight.  And contraceptives can cause amenorrhea.

Do you mean they have had it before and it hasn't come or do you mean it just plain never came ever? 

If they have had it before and it has stopped, Pregnancy is the most likely cause. Stress or weight loss could also be the problem.

If they have not even gotten they're period once yet, their body might not be ready. If they are past the age of 16 and have not yet gotten their period, go to a doctor.
