You can buy any kind of scrap online. There is a website called recycleinme.com, I am not sure whether you're already a member of it.You can find lots of sell offers for the above mentioned scarp at http://recycleinme.com/search/selloffers__steel.aspx . You can also list your buy offer there so that interested sellers of steel scarp can get in touch with you.

You got a 14' seet steel boat? Usually you see 'em made out of riveted aluminum. Fiberglass works a lot better. Mercer don't ring a bell, but if that boat is as old as you say it is probably rusted so many places it looks more like Swiss cheese than a boat. No way to fix that. Sorry.
