What is the circular spinning device on the front ...

What is the circular spinning device on the front of my gas furnace? When it gets dirty, it throws the circuit breaker to the furnace.   It is somewhat trouble some to take the furnace cover off every two weeks and vacuum this device.   This is a Payne 2003 Gas Forced Air Furnace.

Isn't that to show it's working? Gas is passing through?

As it gets dirty, it throws the circuit breaker and shuts off the furnace.   So, I was assuming it pertained to something electrical in the furnace, not the gas.
