Why do frozen chickens always seem to miss head and feet?

For the same reason they're missing feathers; most people prefer their chickens cleaned and dressed, ready to cook.

If you want to buy a whole chicken (head included), go to Chinatown. You'll find plenty hanging in local shop windows.
