Google different writing groups, and see what comes up.  Try to join as many as possible.  One great one I've found is She Writes.  It's free, it's a very creative group, and you can get a lot of support and feedback from the members.

Your local community college is the first resource.  All offer English composition, writing fundamentals, technical writing, and journalism.  The next step is to hone your craft independently.  These courses will teach you the value of correct format, the writer's duty to meet the publisher's requirements, and how much work goes into a well-written article. 

Text alone is rarely sufficient to sell an article.  You must include photographs and line drawings to illustrate the points you intend to make.  In most cases,  submit your text with a DVD.  Do not tell me.  Show me in context-driven multimedia.  Make it compelling.  Make it fair and factual.  And if anyone else shows me a different case, I will consider that also.
