Medical lasers work by causing intense heat in very short bursts on very small areas. 

I have seen medical professionals ask for laser designs that will perforate the eyeball and relieve severe intra ocular pressure thereby prevent blindness, and I have seen lasers used in the removal of tattoos on former prison inmates who no longer wish to be identified with gangs, but once the institution gives us their list of specifications and we develop the product, what they do with it is up to them.
