Florida Statutes and the rights of Tenants in Common

FLorida TIC agreement laws

one building, two separate businesses, each owned by tenants in common to this commercial property( state of florida).  One tenant has made improvements upon property without consent or discussion with other tenant in common. This TIC that has done the improvements, wishes to seek half the money through the courts. No agreement, nor contract exists between the two TIC's.  What Florida Statute covers the rights of one TIC or the other? In other words, what lawful action is truly rightful to one party or the other?
