Did governor Crist of Florida signed the proposed bill #CS/HB 415 Cosmetology?

According to the Florida House of Representatives, CS/HB 415 died in the Policy & Budget Council. The site also indicates that a similar bill, CS/CS/CS/SB 996, was vetoed by the governor.
