Short answer: With a lot of patience.
Fishing is a hit or miss sport. There is no guarantee that every fisherman is going to be a catcherman. Bass fishing is seasonal. They are going to spawn in late spring, so you want to be fishing between April and June when they are preparing for the spawn. That's when the mama is going to stock up on food before the spawn. They fatten up. During the spawn, they will clear out a spot on the bottom of the lake to deposit the eggs. It will be in shallow water not too far from shore. You should be able to look down and see the females sitting around the cleared patch to protect their brood. The patches are easy to see because they will be free from growth and will show up real well. The females aren't real hungry since they've fattened up, but they get annoyed and will strike at bothersome lures and jigs popping around them. This is your best shot at catching a big bass on an overfished lake.
Good luck and good fishing (catching)
