Can fire sprinklers work while the main water valve is shut off? How can you tell if the system is pressurized? Are pressure gauges standard?

So I'm at a commerical plaza in Las Vegas.We have one main water shut off valve to each building.HOA says we are on a loop system, does that mean the main shut off valve works more domestic water and the fire line water?
