FALSE, motion fails on tie vote.

WHY DON't YOU LOOK at "Robert's Rules of Order" and look this homework up yourself?   It would be good for you to learn about this Parlimentary Procedue and its all in that small book.

P.S.   You did not ask if the Presiding Officer can break the tie.  You should look that up!
