First when the High speed tires was made the were used in racing. Also they was quite expensive. Nowadays they are not used only for racers. There is some cars with high speed tires because they have more advantages than the other tires. They can handle high speed easily. I own a corvette . High speed tires are designed to be able to handle higher speeds without breaking up and coming apart. It is very important for sport cars but is not imperative for the normal driving vehicle. A major drawback is that I pay about $300.00 per tire for my tires. They are very soft rubber, and they wear out fast. They are better for traction and high speed turns, but get ready to pay for them. Good luck, and do not spend the money if they are not needed. My car is set-up for speeds up to 175MPH. Most cars are not, and do not waste your money!!
