Evidence based practice versus therapeutic counseling practice

We evaluate people on the charges they face and the rules of the court where they face them.  The counselor then performs a number of standardized tests and evaluations designed to determine their fitness to re-enter society.

Some people merely snapped from a sudden stressful event and did something very bad.  Some people chronically go out of their way to cause other people misery.  It is difficult to tell which in two short weeks but there are ways to tell who is minding his manners for us and who is not.
