I don't think word order shows much when speaking about grammar.  I would have to say false.  Of course, order matters when speaking, but looking at the order of words will not explain the grammar.  Do you have an example?

True. Consider, for example, the following couple of sentences:

1. The cat sits in the man's lap.

2. The man sits in the cat's lap.

 The two sentences are identical but for word order. However, in the first sentence the grammatical subject is "the cat", while in the second one it's "the man".
