Liverpool is located in east England, in the metropolitan county of Merseyside.

Liverpool is on the west side of England...that doesn't include Scotland.  Shipyards were in Liverpool and it is basically a blue collar town/city.  Ergo remember the accents of the Beatles when they first arrived here.
