I'll assume you are asking about a car engine. Every engine is designed to idle, that is run without the gas pedal depressed, at a certain speed. This speed is set, normaly at 800 to 1,000 RPM, to overcome the internal drag inside the engine and the drag of accesories such as alternator, power steering pump, and AC unit. Modern cars have an automatic adjustment when you shift from park into drive to compensate for the drag of the transmission. Any excess RPM, say 1,200 RPM or more would be considered high idle.

thanks Jack ....i thought hight idle condition is when acc pedal is pressed fully without any load into engine, so suppose if rated rpm is 4000 then 4500 rpm can be high idle condition .........pl clarify .........

You are welcome Sandeep. Just one addition: this condition you describe is called over-reving and it is dangerous for the engine. If you have a tachometer, note the red line and don't go over it.
