Early PRR study

Looking for the report that reviewed the middle route of the PRR nd discussed the locomotives needed to go east and west over the mountains. May be Charles Schlatter of Thomson. Had it once and lent it and never returned. It was an early systems engineering gem.

Might you refer to the Maryland and Pennsylvania Railroad?  Their site lists much of their history including most of their equipment purchases over the years.  Really it is quite fascinating.
