Is ear surgery safe to perform?

My sister’s left ear seems protruded and she feels so embarrassed because of it. So we are thinking about this otoplasty to reshape her ear and to place it close to her head. Is it safe to perform in all age? She is 19 years old. Please share your opinion about this.
