Can any one translate a C++ program to C#?

I have a program in C++ to be translated to C#. Its a emulation of a vinyl

scratching program, just need to figure out how the mouse interface works.

how it translate the mouse input to get the right frequency for the sound.

I will email the program.

can anyone help me ?
