How to fill and drain the tanks of a 2003 Cedar ...

how to fill and drain the tanks of a 2003 Cedar Creek, 39 ft. 5th wheel. Just bought and has no owners manual and not sure if the sensors are working correctly. I think? I drained the black and grey tanks but can't figure out how to fill the fresh water. Have connected hose to inlet but the tank does not fill. There is an open hole next to it but am thinking it is for adding cleaner/sanitizer??? There is no cap for it.
