charitynavigator.org says DAV is not a 501(c)3 charitable organization, but it is a 501(c)4 organization which means it can do political activity.  dav.org says they are charitable but Congressionally chartered and 76% of contributions go to programs, but there is a DAV Charitable Service Trust which is 501(c)3 if you prefer.
