2.  Wants you to take him for a walk.  
3.  He thinks you intend to go and leave him at home
     so he is asking you to take him with you. 
4.  Wants attention / affection. 
5.  Wants to play.

I believe you need to nip this in the bud right away. Just raise your voice a bit and say "NO", when he does it. He will learn after a bit that he is not supposed to do this. Praise him when he does not nip.
