Dishwasher that doesn't clean

We have a new GE profile dishwasher PDW8980NooSS and it is not cleaning the dishes thoroughly. The glasses have little black dots when filled with liquid and if the food isn't washed off totally prior to the cycle-there is food left on the dishes. What is the scoop?

The filter is probabally dirty. Refer to the user manual on cleaning or changing the filter.

Most of the time this is in the bottom of the dishwasher and you may notice it has a bunch of food/waste in it atm.
