I have read "video card is failing".

But this may also mean a Windows Update caused the problem.

If you can get to the boot up screen, try "last known good configuration".

Otherwise, see if the computer is under warranty. Save the data. Reinstall. And refuse windows updates (the last one is an interesting statement).
