Delayed Windows Updates?

I read about critical updates to Windows this morning on OSnews, but when I tried to update my system none of these updates showed up. How long does it take btween the updates are declared until everyone can download them?

Actually, the package has already been released yesterday, August 15. I got it with the automatic windows update.
