How deep should the septic system be.

The septic tank and drain field is almost at ground level, and dirt will be placed on top creating large mounds in my yard. Is there a standard or code depth for the tank and drainage fields in Polk County, FL.? It's still uncovered right now is there something I should do or say to the developer? Will it be safe for my children to play.
