Before you start be sure you have a very good reason to persue this action. Don't use this to settle a personal grevience or grudge. You might try using a video recorder to record the area during heavy traffic times.  Record near-misses and dagnerous situations.  Record a lot and edit out the mundane.  Be sure to record the aftemath of any accidents if you can. This will take a lot of time so be patient.  When you have enough video to support your contention, request a meeting with the local city council (if in a city) or county commissioners to present your position.  If no help, contact the local television news or investigation dept. You might also contact the state patrol and sherrif to ask for referrals. Additionally, you might contact your local contact for the state representative and senator for your district.
