Depends on if you're buying or selling. For instance if you take a look at DBS Singapore currency exchange rates, as of 15th June 2012, SGD$1 = USD$1.2863 (selling) and USD$1.2703 = SGD$1 (buying). So if you're buying, you always want the rate to be lower and when you're selling, to be higher.
