They can't guarantee bad information is actually removed.  Occasionally accurate negative information is removed because the credit bureaus don't respond to the challenge in the allotted time.

Legitimate credit repair firms know which items to dispute, and which to leave alone.  But you can still get a boost in your credit score.  Here are two resources for you:

Credit Repair companies will dispute the negative items on your credit report in your name.  They will usually just ask for verification on the item, but sometimes upon your request they will say it doesn't belong to you.

There are different ways to remove bad marks from your credit report, some legitimate, some less so, and most of them you can try yourself. However, there's no guarantee that everything can be removed honestly. In fact, most things probably can't.

One way to remove a bad report is to negotiate with a creditor for a "pay for delete," where you agree to pay all or part of a debt and the creditor will consider it paid in full and either remove the item from your credit report, or not validate it if you dispute it so it will be removed. However, the creditor doesn't have to agree to do it, so there's no guarantee.

Another way, as others have mentioned, is to dispute a debt and hope that the creditor won't or can't validate it, and it will then be removed.

If a credit repair service claims they can take off everything bad that's really yours, they're probably using a fraudulent method that can get you in trouble, like telling you to use an EIN even though you're not a business, or using other sneaky credit repair tricks that either won't help or can do more harm than good in the long run.
