Since 2012 is only about 2/3 over, it would be very difficult to calculate a Cost of Living increase for 2013.

Read these words carefully:  The cost of living in 2013 will increase in a rate that had never before (that will be a new record, by far bigger than the previous record).  It will have a huge impact of all the world (especially on poor undeveloped countries, and poor (to medium) classes people.   At the end of 2013 you'll say: "How could that man know it ?".
