Continued health insurance for spouse after emplyees death

Health insurance.. After my husband died in 1991 i was no longer covered and had to pay  cobra to cover me when i had breast cancer,i am questioning if i should have been covered by his health benifits even after he died.He worked at kennedy space center for 17 years,
