Craigslist.com is a better option because ideally you would want someone local. Sure, you are going to pay more, but dealing with developers from another country adds a host of other problems that you wouldn't have locally.

Another option is to put a notice up at local colleges and universities asking for a student developer. If you are lucky you might get someone really good, who is also cheap!
