The simple answer is yes. It depends on how it is connected. I have a VOIP line and it is independent of my computer. I have a small box for my VOIP line and it is plugged into my modem. It doesn't interfere in any way with my Internet or my computer. However, if my Internet stops working for whatever reason, the VOIP line does as well.
